Hmmmm, try wacking it with a sledge hammer.
gorilla tape, PL400, yeah that'll fix your unstoppable resting object problem. We get them up north all the time, right around spring thaw. just tack 'em back down again and your good to go. gorilla tape for if you may want that resting object to be relocated to a new resting spot, but if you don't think it will ever need a new spot, a good dollop of PL400 will make sure it stays.
An object at rest has potential energy therefore no object is at complete rest only in a state of dormant movement.
