No, you have to distinguish between nonimmigrant,immigrant and U.S Citizen. An Immigrant with a "green card" can stay here as long as he or she wishes and never become a citizen. A nonimmigrant can stay as long as their visa keeps being extended. Also there are waivers for people to pass literacy requirements depending on age and amount of time living in the U.S. The time requirement for an Immigrant to become a U.S Citizen is 5 years, 3 if married to a U.S Citizen and there are even waivers for that.
