Is there any info on the the history on the steel like where it come from or how they became only off cuts of the full swords, era of manufacture etc

Well, so far nothing definite regarding the provenance. I did get 2 offers to buy it from within that group, but upon contact it turned out they had no idea about the price for a custom razor :)
which is interesting in itself, considering the cost of a Japanese blade that most people inthat group definitely should be aware of. I think they reasoned that if a blade 3 feet long can be had for X amount, a razor sized object would cost 15 times less
Sure. Though I quoted a very normal price for a normal custom blade.
I had the impression that they figured it would hundred and something dollars, and got sticker shock.

Always thought it interesting, that some people think your time, knowledge, tools, and skill are worthless. Yet those same people think nothing of buying a Rolex watch and driving a Corvette.
I ran into what you speak of when I was making knives in the 80's and repairing antique airplanes in the 90's.
Our shop rate was 30% below all of the competition in our area and people still tried to beat us up on money.
Finally posted a sign in our aircraft repair shop that read. "If you think we're expensive, hire an amateur."
I've run a welding business most of my life. A customer once stated to me "There used to be a guy in town who charged very little ............but he went out of business" This was said to me with a straight face and there was no indication that any connection was made.
