Those stats were for the US only and not over a very long period of time iirc in comparison to 130 odd years of the 7.62X54R being used in WWI, the Russian revolution, WWII and virtually every conflict globally up to and including the present in the Dragunov SVD sniping rifles and the GPMG Russian PK variants.
Can a 22RF be deadly, certainly. As deadly as the 7.62x54R, not too likely.
