If you have a local smoke shop, they may have "basket pipes" for arousd $30 - they are typically good quality briar with some cosmetic issues and no finish. Nothing fancy, but solid smokers. For an example, check out the Bostonian pipe here L.J. Peretti Company Tobaconists & Cigar Merchants
A great high quality starter...and collecter...I feel would be a Peterson - a little pricier at $65, but it'll certainly be a regular in your rotation.
Good luck!
+1 on the Peterson. I have a lot of them. Also, there are a lot of affordable good quality Savinelli pipes to choose from.
This is my regular web supplier.

What is your budget?
+1 on the Petersons as well, my first pipe was a Peterson Donegal. On that note, I've become pretty fond of Erik Nordings pipes. His "Eriksen" series can be had for around $50.

Erik Nording Freehand Smoking Pipes
