What is this?

I recently purchased a small collection of straight razors. The gentlemen who sold them to me included a few extra goodies in the box with the razors (boxes, strop, brush, etc...) and this little thing pictured below.

I think it may be a handle for a pipe rod, to pack the tobacco, or clean them, but I am not sure. It's a very hard substance, maybe bone or ivory and has a higher frequency sound to it when tapped on a table, much like a very hard wood.

So, any ideas?

Nah, it's missing the cross and "VR". I'm guessing it's for snuffing out cigarettes or panatelas.

Lou, It's too short for a toilet paper roll, lest the Victorian era paper was thinner.

Rich, nah, smells OK to me....

Also, only one end has a hole in it. It's not a tube, but a piece with a drill home maybe 1/4" deep on one end. Also, the un-drilled end is slightly larger.

That makes it sound like it was a handle for something that did not involve much force. An early safety razor, perhaps.
