Pretty sure Windows Movie Maker will do it and it is free. If not there are plenty of other tools out there that will split video files. Just make sure the company/maker has good feedback and the software can handle WMVs.

I have no experience with it but google yielded this and this.
Be careful how you treat people on your way up, you may meet them again on your way back down.

I use virtualdub for the initial splitting, then moviemaker for simple tasks, or Premiere Pro for more complex stuff (especially if you need multiple sound tracks).

EDIT: VD is free, and a video compressor is included.

I would use ffmpeg. Failing that, Open Movie Editor is a useful FOSS tool.

If you already have Windows Movie Maker on your computer it is the easiest way to go. Just import the video into a new project, cut it into pieces (the split button is right there on the main screen) then drop each piece onto the story board one at a time and publish them. When you publish it lets you choose the file size and format so you can go even lower quality if space is a concern.

EDIT: You need to remove the main file from the story board first and must publish them one piece at a time though... that might be where you were messing up.
