Just came in from Japan after a 3 week wait and the edges are chipped. Should I send this back or is this still usable? New to honing just wanted this to touch up razors...

The chips on the end don't matter. The chip on the side does, but it can be corrected by wrapping sandpaper around a pen or screwdriver shaft and rounding out the chip.
Whether or not you should return it depends on how much that chip will bug you. You also could contact the vendor and ask them for a partial refund. The threat of them having to pay for return postage AND shipping a new one should justify a refund.
I would say yes. Another thought. Pain to send back. No Hone?
Let's see.... You will want to get it wet and flatten it anyway.
I say kick it up and chamfer the edges until it's acceptable.

It's up to you, but I would bevel out the side chip, it will bevel out really fast
While annoying I would just lap it and then chamfer the sides too. Also, it is not mounted, what does the other side look like? Mine were identical and I had to mark which side I lapped.

As stated it is an easy fix, but very annoying
that's just unacceptable shipping, packaging and probably handling as wel
Make sure (after lapping) that your working surface is 100% good to go
It might be worth giving some feedback to the seller. Good packaging should prevent that kind of damage in almost all cases. What did the packaging look like, was there evidence of damage to the box? If not, then the seller has sent you a sub-standard item. If there was external damage then either the postal service has been really rough or the stone wasn't packed well enough.
Im with Ron on this one. Id ask for a partial refund and send the pic. Then fix it up and use it. Plus the other side, if in better shape, should be the same so check that out and use that side. You wont need to mark the stone for the side you use. Ha.
Packaging was fine, and the stone was bubble wrapped. I noticed it when I pulled off the bubble wrap I had grit all over my dining table. The other side is good, however if I ever chip that side I am in trouble. The seller offered me a $10 reimbursement. So not sure what to do.
