Yes, I've heard of them and I have a few of them. They were simply a subset category of barber hones. As you described, there is a strop attached to the back of the hone. I consider them to be more of a novelty rather than a functional option for current use. That is, I don't think that you should use it instead of a standard strop. The simple reason is that the strop is so short relative to a regular strop. That said, they're still pretty nice to play with and could be used in a pinch for a travel strop.
