It isn't present in all charnleys to a pronounced degree, unless you are talking about very tiny glittery particles, which are harmless. The ones with a lot of red in them, particularly red blotches/swirls with a darker core, are often prone to what has been called 'pinny inclusions' that are very hard and glass-like, larger than those tiny glittery specks. These can have an adverse effect on the blade, leaving scratches and a roughish edge. If they are doing this and are localised, they can sometimes be picked out with the tip of a knife - as long as they are below the surface of the hone they will do no damage.
