Yeah, like he said. Soak the hones, make sure they're nice and wet, then sprinkle that lapping slurry on the hone to be flattened. The bottle is a metallic powder used to make a faster cutting action for the lapping stone (My dictionary lists it as "emery powder"??).
#2 just says to make sure you move the lapping stone uniformly over the stone to be flattened.
It might be beneficial to use the lapping hone at a diagonal angle from caddy-corner to caddy-corner, as in the picture. Lining up the hone and the lapping hone squarely could ruin the lapping hone - especially if your stone is as dished as the one in the picture!:)
