    just a guess:

    on a flat, level surface
    sprinkle the stuff on dampened hone
    lay lapping stone on top
    move lapping stone longitudinally until lapped

    Yeah, like he said. Soak the hones, make sure they're nice and wet, then sprinkle that lapping slurry on the hone to be flattened. The bottle is a metallic powder used to make a faster cutting action for the lapping stone (My dictionary lists it as "emery powder"??).

    #2 just says to make sure you move the lapping stone uniformly over the stone to be flattened.

    It might be beneficial to use the lapping hone at a diagonal angle from caddy-corner to caddy-corner, as in the picture. Lining up the hone and the lapping hone squarely could ruin the lapping hone - especially if your stone is as dished as the one in the picture!

    The slots in the lapping plate are at a slight diagonal, probably to prevent just what you are pointing out. If one were to hold it at an angle it would probably be best to be sure that didn't line up the slots parallel to the ends of the hone.
