Possible but sandpaper leaves deep scratches. Shave ready from sandpaper on glass...No, definitely not.
I have a King 1k that was very reasonably priced. I think the ultimate among guys for a bevel setter is the Naniwa Chosera 1k at double the price of a King. I wish I would have gotten the Chosera.
Norton 4k/8k is a must have stone imo. Can shave off the Norton 8k quite fine but a Naniwa Super Stone 12k finish would smooth things up nice. That would be all you need for a great set 1-4-8-12k all the way from bevel set to finish.
So they make 4k and 8k sand paper?
Before I had a 1k stone I soaked a piece of 1k and stuck it to a flat stone, IMO no problem
Someone overr at B&B uses micro mesh. I know there was a thread over there a while ago about this for beginners. It worKs, from what I remember, but it's very expensive.
