Starting with a DE helps a lot; you learn about shaving angle and pressure, and working up a proper lather with a brush. Switching to a SR is easier when there's less new stuff to learn and worry about.
Straight Razor Designs has some great razor/strop combos that make the strop nearly free. Additionally, each razor is professionally honed to shave readiness, and there are no junk razors for sale. Alternatively, you can buy a used razor from the Classifieds here (avoid eBay for now) and then buy a strop from SRD or elsewhere.
Get a decent, mid-range strop. Avoiding expensive ones at first will save you a lot of heartache when you're learning and nick your strop (or worse).
