Cannot see, but later Tally-Ho razors will be inscribed with 'Late F Fenney' which meant it was made by CT Bingham who acquired the name.
Might help nail down an approximate date.

Welcome to SRP. Nice heirloom. It has some wear but that's a good one. Probably won't be able to resurrect that blade etch, at least not all of it but that's okay. It can still be made to shave again if that's what you're interested in. If not then shadow box it and display it.

One peice of advice though. If you have in mind to restore it, DO NOT TRY TO DO IT YOURSELF, at least not until you are well acquainted with the process. We see many people decide to restore a razor with no experience and ruin it. I have done it myself, many of us have. It would be a real shame to have that happen to one that is dear to you. If that is something you have a mind to do either send it out to someone experienced in restoration OR put it aside until you have learned what to do and what NOT to do.

Again welcome and I hope you look around and make yourself at home. I'm stoked for you that your heirloom is a cool one. Lots of people's arent.

Here is some further reading on it that you may find interesting.

It does say C T Bingham
    Late F Fenny
    Tally Ho Sheffield
Also on the blade you can see one word Pacific there are some other words but can not make them out. Thanks again for the information
