It is a Fleming Razor Stropper & Honer from 1908. It could take straights as well as blades and its main job was to keep the blade/razor at the correct angle on the hone or the strop:

There looks to be a Buck Model 119 in that case too,,, I'd get that if the price is right.
Its the wicked edge or apex of the early 20th century.
Neil - would this be used for other turn of the century alternates to the Straight?
