I have a question regarding how you use witch Hazel. After you shave Do you apply the witch Hazel let it dry then wash it off before applying a splash, or do you let it dry and leave it, then apply the splash?

i just splash some on rub it in, and let dry , before adding my aftershave Tc
Same here.
Slap it on heavy, it dries in a minute.
I do what John does. As I rub my face I check for any missed spots. Then on with the after shave, usually Floid Blue.
Alum block followed with a generous splash of witch hazel and then I fan my face with the shave towel to bask in the refreshing feel. After it's dry I put on aftershave and fan my face again.
Witch Hazel IS my aftershave.

My witch hazel is scented, bay rum and Egyptian spice so I just leave it on after applying.
Witch hazel is an astringent, so I don't normally combine it with an alum block, which serves the same purpose. Here in New England, during the dry winter months, I like to use a scented witch hazel rather than an alcohol-based after-shave, to prevent my skin from drying out. There are some scented ones; the Thayer's line of witch hazel is good in this regard for starters. Enough to match with whatever scented soap went before this. For example, Thayer's lavender after Haslinger's sheep's milk soap is great. Apply the witch hazel to the face at the end, let it dry there and that is all.
