I got two of those 400ml bottles (one in the stock bottle, one in a plastic water bottle to save on shipping). Each are really about 490ml, don't let the label fool you. I know because I had to transfer the one from the plastic bottle to a better container. You get a lot more than what's listed on the 400ml bottles.
I've not tried the Italian Blue or the Spanish Floid (next on my list of things to do before I die...). The regular Italian Floid is sort of a talcum powder scent meets - Aqua Velva feel about it. It's got the menthol bomb of the Aqua Velva but does not have the menthol scent. To quote others, more an "old world barbers shop scent".
Boy have I looked. I would try to make a deal with someone from one of those countries (trade an item that's hard for them to get cost effective over there). The 400ml Italian Floid goes for about $17-19 USD in Italy. Shipping on two if you take one out of the glass bottle and put it in a plastic water bottle (other wise the price doubles) is about $26 USD (confirmed). So you got to take it from there.
