I completely agree with Thaeris. French, very early 1800's, ivory and silver.
The famous plaque of cutlers marks in Châtellerault has several that are similar, but those marks are only useful for guessing whether or not it was made in Châtellerault, since they don't record the names of the people who struck them. Plus, I believe those marks are quite old. Pre-1700.
I've misplaced the link to the page of marks from the Thiers region, or I'd check there too.
My take on this razor is that its French probably late 18th century by the blade design. Finding a maker for this type of mark is very difficult without a name attach to it.
Most of the records of french marks (poincon) from Thiers go back to early 19th century. I know Zak (Voidmonster) will love this, but its very possible that its from the region of Chattelleraux, some of the marks on the copper plate look very close.
