I’d guess Nowill because of the apparent age. Herder also used the cross keys but these were much later razors than this one appears to be.
Sorry i cant help. Poor little razor has been abused on the stones.
It looks to me to have been reground on a large stone eons ago?
Perhaps the large stone did not hit the middle where the etch is. Patina and etch seem intact.
Bevel looks small?
Herder trademarked the crossed keys in 1848! Could be Nowill. No idea!
