The Gelle Freres company was around until 1942, so it's possible. However, the the symbol doesn't look like a CL, or even a worn away CL, to me.
Plus, the black horn scales make me think it was more likely pre-1870.
Also in my first deciphering attempts, I compared the C symbol to the letters in the Hebrew alphabet and I found nothing.
Still...this could be a kosher barbershop razor. Who knows? Whatever it is, it was sold at the Gelle Freres shop. Or produced thru them at a special commission.
