    Default Mystery razor

Hey folks, I am in need some of your expertise. See attached picture of razor in question.

    Blade marked VIC (profile) TORIA
Tang has statue of liberty on one side
Other side of tang says "SHEFFIELD" and "STEEL" below that, with an E stamped to the left and a B to the right.

I could believe the steel is that old but it's hard to believe the scales, which appear to be horn, could have escaped being worm food this long.

I don't know what the wedge is but it almost appears to be dried rubber.

Blade is a bit loose but it centers, and is not so loose it wobbles.

Anybody have a clue what I'm looking at? Searches involving permutations of "victoria" and "sheffield" and "razor" have not exactly narrowed things down as you can imagine.

    Thanks in advance!
    Jeff
