There's no doubt in my mind that this guy screwed up the razor through a series of unfortunate decisions.
Business sense says "You bought it, you broke it. Not my problem."
That said, I think you should give him the refund. Is your life founded on the money of this razor purchase? I know it's not. And so, let this guy live with the choices he's made, and let you live with the knowledge that you have done beyond what is right.
