Found this little item at the flea market today. I don't recognize the name and a quick google search came up empty:



It is stamped "W. Picard garantie " on the tang with blade etching that reads "Best Cross Razor". There are no other markings I can find. I would greatly appreciate any info anyone may have. THANKS!
