I'd be hard pressed to say whether or not it has been apart and polished from those pics. It does appear to have very little wear. As for scratches and stuff? Might try Mother's or MAAS. I use Mother's Mag and Aluminum polish simply because it's easy to find at Wal-Mart. If I ever see any of that MAAS for sale, I grab some. Seems to be a dearth of it in Texas.
As Cove mentioned above, the "SHEFFIELD, ENGLAND" means the razor was made for export in 1891 or later. While that is a good indication of a dating point in time, it is not totally reliable. Items that weren't intended to be exported to the US were not always marked with the country of origin and can be confused with earlier manufactured items.
Good catch on your razor. Should be a FINE shaver.
