It might be a metal engravers hone.... gravers...
It might be a metal engravers hone.... gravers are quite narrow, but need to be sharp and smooth... then again, they are usually made from high speed steel, perhaps a bit tough for coticule...

Too large for trigger work. Most use small sticks and slivers of Arkansas, 3/8 square and about 1.5" long....but everyone has their own favourite.
