Yeah, I'm pretty sure this one was used by a barber at one point. It looks like it would have been a quality strop back in its day.

THanks Guys! I just used some saddlesoap and the strop is nice and soft. It makes almost no sound at all which is weird since I'm used to a nice consistent stropping sound
