Yes. Put the tape on the edge of the razor and hone the spine. I've also made razors that are 12 degrees originally. Had to increase to 14 though.

In any case, I have a 1095 razor hardened to 65 hrc, and it has no microchipping issues. It's all in the heat treat.... -

I have a Dubl Duck that has a 13 degree bevel as well, and it shaves very well, I don't think the bevel needs to be made thicker, but it's easy enough to do by breadknifing.
