According to several threads on this strop on this site, it is a very nice strop and if you follow what gssixgun suggested you will be happy with it. For the price it looks like it can't be beat....

I did a little search on the strop, and found out that others have had the same experience as you.
Some used a sand paper progression to smooth the leather, some hand rubbing to smooth the surface...
