    you do not have to have it in a spray form to...

    you do not have to have it in a spray form to apply on felt, but if you want to spray it , you can make a water suspension and use it.

    I know for sure CrO will precipitate in water,...

    I know for sure CrO will precipitate in water, oil, I think alcohol will not work too but never tried it.
    What do you want to put the CrO on?
