A razor finished on 8k should be ready for a shave. If you let it touch arm hair at all then it should cut above skin level...

You can Get a comfortable, close shave with a razor finished on 8k then stropped on leather.

If the 8k isn't working then you need more work on the lower grits. A 12k won't help your situation...
