I really suspect that isn't true. In fact I once had 2 packages go into the mail bag at the same time, and upon clearance, one just sat somewhere in the inbound clearance limbo for almost 4 weeks...

USPS does this sometimes. I have experienced this many times in the US part of the journey.
Imo if a package arrives at a hub point and there is not enough going to the next facility, it just sits...
