Break it in with a kitchen knife or something, it takes a few minutes only. I don't know if it will shave arm hair if not broken in, but it should if the surface is not really rough.

If you refer to the DMTEE 3 micron stone, than yes, it will shave arm hair easily. With a bit of crox it will shave too, but not too smoothly.

It is not really a 8k hone in any way, but if you treat it like a 5k hone on steroids, than its a nice stone. It leaves a more rough edge than a real 8k, but the scrathes can be cleared with a 8k...
