Did you hone it yourself or was it honed for you? Sounds to me like your bevel is not set. Make sure the bevel is set before progressing through your stones.

I would also echo that the HHT is not a good gauge as to a shaveable edge, unless you hone the razor yourself and know what to look for. I've heard of people getting HHT positive results after bevel...
