Nope. Old dyed black horn. Definitely a FBU scale. Warped and delaminated (esp underneath) at the top. Perfect at the bottom.

Could be straightened and epoxy repairs done at the top....

An old horn-scale donor would be great. Cut, fit and sanded with the grain of the horn matched-up and epoxied together...
