Looking at the subject, I don't think WD out of line. It does go away after a while.
Neetsfoot could mean the use of a powder mixed with an oil to apply with.
Anyhoo...Less could be best...

Lots of old fabric strops came with a waxy,chalky substance. Some were green in color.
I have one.
That would not be CroOx.

Boil it in Oxyclean if that is the case.
