A softer product could be obtained using higher rate of KOH and less NaOH respectively.
But if they confirmed higher superfat rate in the bowl, then this is it.

Do you mean that the bowl soap has a higher superfat soap rate or that it has the same superfat rate but with different percentage of the various oils?
