Personally, my suggestion would be to send it out if you haven't restored any razors before. Get a couple of cheap,near junk razors and practice your techniques first. A lot of bad things can happen...

A little cleaning and polishing and those scales should shine up nice.:) By the way, great score on the W&B Celebrated. Mine is one of my best shavers.

I wouldn't worry about cell rot as those appear to be horn scales to me. Cell rot is the natural breakdown of gasses in celluloid material. It can rust a blade quickly and severely.
