this is a long shot but since it seems to show up on the second day after a shave maybe the new stubble is being irritated by the sweat and shirt. have you tried shaving every day?

I would suggest going bland old school.. get some plain unscented basic cream/soap, after a good rinse particularly of your neck liberaly apply plain generic witch hazel. you only shave everyother...
