Agree that the scales are not original for sure. I believe it's French because of the round point, no tail, and the shape of the spine.

Well it is definitely not early 1700's for sure. It looks like it was re-scaled and the tail altered to make it look older.
Could very well be 1820-1830, JMHO. -

It is certainly one indication of age, seems like the more primitive razors are usually a symbol more then often difficult to read because of wear. Poorly struck blades are common as well.
