You can use Oxy-clean. I have done so and it works just fine. As for Chapstick, that does the trick. Olive oil also works.

Be careful when sanding the bit area, as you can sometimes round it down too much, which makes it less comfortable. An emory board or fingernail polisher can help around there.

I use 50/50 bleach and water. Straight bleach is very harsh. And be ready to do some sanding and buffing after the bleach to smooth them out. I do the bleach, then sand from 600 right up to 12k...
