If you've already gone back to the 1k you'll probably need to send it out for honing. The finishing stone is likely much too fine to remove the scratches left by the 1k stone.

Another thing that might help, is once you know you have your stropping technique down you should do more laps. Generally most people are doing 40-60 laps on the strop before each shave.
