I think it was most likely a fine razor when it left the factory and it's the vendors "honing" that's the problem here.

These are the same vendor(s) that sell GB Buckinghams and other paki razors.

vintagestraightrazor.com has one that's near identical, it seems like both businesses are owned by the same person and their business practices are pretty shady.
