That's one seriously wavy looking edge, no wonder you're having trouble with it. I can't comment on how to fix it, though. I've not worked on one like that before.

In good light, put the razor edge down onto a flat surface and then get eye level with the bevel and see how it looks (rock the edge back and forth if you want). It should be blatantly obvious...
