I would say never buy a Filarmonica without requesting a tap n wobble test.. Concerning a new razor, I would want the bevel inspected for consistency..

If your requirements are not set in stone, i say go for something really old like a Stub-tail, Old English, Cast Steel etc.. Good luck.
