Bloom is related to loft, how deep the knot is set in the handle will determine bloom. Putting O rings doesn't sound very good for your brush, I would personally NEVER do this.

This is easy. Fill a coffee cup with half warm...
This is easy. Fill a coffee cup with half warm water and half vinegar...it will turn all of the soap residue back into oil which you then shampoo out....works REALLY well on brushes with built up...
