I should have remembered what a mechanic told me:
If I put bigger wheels on my car it will achieve a higher top speed but...

Forgive my potential ignorance but wouldn't the speed of travel of the outside edge of a smaller wheel be greater than that of a larger wheel?

Edit: assuming the spindle RPM is the same.
