Well Peter, you know that this is only my point of view, as always we try to identify any of the stones shown
by someone. So dont nail me on this, for sure i might be wrong....i surely can agree...

I personally rule out a Frankonian Stone, this one shows the typical Llyn Idwal pattern especially on the left side which you showed here...as mentioned the smaller dark blue / black spots are also...

It could help if you add some detail shots of the surface and a hint where you bought the stone or where it was shipped from...

It depends, it actually can be used with thick slurry and water there it will be quite fast. It also can be used with water glycerine/water mixture or oil which might refine the edge a bit more....it...

Looks like a Llyn Idwal to me, the flaking and coloration looks typical to me....
