Its definately for a rubbing stone...to clean the surface after usage. Dont think it was for a Coticule Stone, probably a synthethic from the same or different material.

Could be one of the Norton Sales Samples which also existed comparable to the Norton Razor Hone....the one once sold was also 12inch long as far as i remember.

Its definately no Frictionite!
