From the photo the rust is well into the top portion of etching or lettering. If there is no pitting then the rust might wear off with penetrating oil like WD40 and rubbing with a soft cotton cloth....

I really hate to say this but if you remove all the rust the etching is toast. The razor looks great other than that. Should be a nice shaver. Good luck.
